Earlier this week, the Miami Herald published several articles on Miami-Dade County Mayor Carlos Alvarez's chief of staff, who took paid leave for a private consulting job in Panama.  The Mayor has since said Denis Morales will take personal time in the future, but what does this tell us about local government?
